Haryana Progressive MSME & Export Promotion Policy 2026 notified — supersedes HEEP
Notified via Haryana Government Gazette (Extraordinary) No. 114-2026/Ext dated 29 July 2026 in supersession of the Haryana MSME Policy 2019 and HEEP 2020, and effective for five years. Capital Investment Subsidy for thrust-sector manufacturing MSMEs rises to 15–30% of eligible capital investment by area category, with the ceiling raised to ₹4 Crore in Prime/Focus Areas. Also introduces an Interest Subsidy of 5–7% on term loans, Net SGST reimbursement of 30–70% for seven years, stamp duty refund of 30–100%, and new support for automation, AI adoption, R&D, solar rooftops and first-time exporters. Sixteen industry categories in Annexure I are excluded from all incentives.
